Emily was born in the Coker’s Mill area of Wayne County to the late Chester P. and Julia Matthews Best. She was a lifelong member of the Church of Jesus Christ of Latter Day Saints and served missions in the Washington, D.C., and Raleigh Temples. She was married to William T. “Dick” Waters in 1948. She was preceded in death by her husband and parents, a brother, Richard Best (Judy), and sister, Louise Parks (Gordon), one grandchild, and two great-grandchildren.
She is survived by her brother, Chester Best, Jr. (Patsy), and five children, Elizabeth Gaynelle Newcomb, Deborah Ann Newcomb, William Earl Waters (Ruby), Glenda Faye Carraway (Ricky), Garry Edward Waters (Sherry), 14 grandchildren, 24 great-grandchildren, and six great-great-grandchildren; her brother-in-law John Waters, sisters-in-law LaVerene Waters and Kay Waters.
Funeral services will be held at 2:00 PM on Thursday, August 29, 2024, in the Chapel of Shumate-Faulk Funeral Home. Burial will follow in Wayne Memorial Park. The family will greet friends one hour prior to the service on Thursday at the funeral home.
Flowers are welcome or memorials can be directed to Kitty Askins Hospice Center in Goldsboro.
