Evelyn Carter Phelps, 88, passed away peacefully on Saturday, February 1, 2025 at Goldsboro Rehabilitation Care. Evelyn was born in Greene County on December 17, 1936 to the late Walter Carter and Helen Chase Carter Jones. In addition to her parents, she was preceded in death by her husband, Arthur Phelps; sons, Martin Phelps and Timmie Phelps; along with several brothers and sisters.

Enjoying the beauty of God’s creation, Evelyn spent much time on her back porch. Soaking in all the sights and sounds of nature, she was content at her home. She took great pride in her flower beds and tended to them with great care. Above all else, time with family was Evelyn’s ultimate joy, and she was thankful to live close to many of her loved ones.

A memorial service to remember and honor Evelyn’s life will be held at 4:00 p.m. on Thursday, February 6, 2025 at Rouse Funeral Home with Pastor Ray Myers officiating.

Evelyn is survived by her daughters, Rebecca Scott and husband, Alan and Juanita Phelps (Robbie); special family member Connie Lee and husband, Jerry; ten grandchildren, 16 great-grandchildren; four great-great-grandchildren; sister, Doris Lee Carter; along with many nieces, nephews, and extended family.
