On Wednesday, the Goldsboro Police Department released the results of its internal investigation following an incident that occurred on Jan. 28 when Goldsboro Police Officers responded to a report of a subject trespassing and threatening employees at The Grand at Day Point.
Upon arrival, officers encountered the individual and initiated a detention; multiple officers were involved in the process. As a result of the interaction, the individual was placed under arrest and charges were filed.
Due to the nature of the incident, an Internal Affairs investigation was conducted in accordance with department policy.
The investigation included eyewitness accounts and body camera footage from multiple officers. It determined that the use of force during the incident was consistent with department policy and legal standards.
However, the investigation identified policy violations related to professional presence and communication.
As a result, four officers received disciplinary action.
On Thursday, Goldsboro Police Chief Michael West released the following statement on the Goldsboro Police Department’s Facebook page:
As Chief of Police, I want to address the findings of the Goldsboro Police Department’s internal investigation into the January 28, 2025, incident at Day Circle.
Officers responded to a report of a subject trespassing and threatening employees. Upon arrival, officers encountered the individual and initiated a lawful detention.
The individual was subsequently placed under arrest and charged with Second-Degree Trespass, Resisting Arrest, Assault on a Law Enforcement Officer, Carrying a Concealed Weapon, and Damage to Property.
As is standard procedure, an administrative review of the events was conducted. As a result of that review, an Internal Affairs investigation was ordered to ensure compliance with department policies and legal standards. The investigation included a thorough review of body-worn camera footage, eyewitness statements, and officer reports. The findings confirmed that the use of force applied during the incident was consistent with department policy and legal standards.
While no violations related to excessive force or intentional misconduct were found, the investigation identified areas for improvement regarding professional presence and communication. As a result, four officers received appropriate corrective action to promote professional growth and uphold accountability within the department.
Law enforcement officers frequently encounter complex and rapidly evolving situations that require quick decision-making while ensuring public safety. This investigation confirmed that the officers’ actions aligned with their training and departmental policies. However, as with any review, areas for improvement were identified. While we continually seek opportunities for growth, we also recognize the importance of acknowledging when officers carry out their duties lawfully and in good faith.
