Dr. Raymond E. Smith Jr., a former representative of House District 21 in the North Carolina General Assembly, recently announced his candidacy for the North Carolina State Senate District 4, encompassing Wayne, Wilson, and Greene counties.
During his tenure in the General Assembly, a release stated that Dr. Smith served two terms as a steadfast advocate for his constituents. His election as a House Whip, a critical leadership role within the House Caucus, and his executive role within the Legislative Black Caucus underscore his dedication to effective governance. His legislative prowess, the release noted, is evident in his sponsorship or co-sponsorship of over 400 bills, many of which have become state law.
Dr. Smith’s journey in public service began when he was elected as the at-large member of the Wayne County Board of Education, where he also served as vice chairman. His expertise spans crucial sectors including law enforcement, education, transportation, and the military.
A decorated Gulf War combat veteran and former military policeman, Dr. Smith’s military service in the U.S. Army is a testament to his commitment to the nation. His world travels notwithstanding, his greatest passion remains rooted in his contributions to his community, according to the release.

Residing in Goldsboro with his wife, Cortrina, an Elementary School Administrator, they have three sons, Christopher, Myles, and Maxwell, and two daughters, Tracy and Ashley.
Dr. Smith’s personal life is as enriching as his professional journey, he also holds a Bachelor’s degree in Supply Chain Management from NC A&T State University, a Master’s in Public Administration from NC Central, and a Doctorate in Education Leadership from Fayetteville State University.
