Goldsboro City Council Selects Matthew Livingston as City Manager

Goldsboro, NC — The Goldsboro City Council officially appointed Matthew Livingston as the new city manager following a unanimous vote. Livingston, who has served as interim city manager since February 2024, first came to the city in June 2022 as assistant city manager.

The appointment came after a rigorous executive search process led by Developmental Associates, a consultancy firm experienced in public sector appointments. Impressed with Livingston’s performance and leadership during the search process, the Council offered him a three-year contract with an annual salary of $202,490.

Mayor Charles Gaylor praised Livingston’s leadership, as the city stands at a juncture with several major projects underway, including reshaping parks and recreation, rewriting the land use plan, and creating a new business development strategy.

With over 27 years of experience in local government, including terms as town manager in Rolesville, Wallace, and Ayden, Livingston brings a wealth of knowledge to the job. He was hopeful for the city’s future, saying that unity, growth, and cooperation were recipes for success.

“It’s a good time to be in Goldsboro,” Livingston said. “We will be successful… with help from the community and all of our stakeholders.”
